Only Canadian citizens can sponsor parents and grandparents for full PR. Permanent residents can apply for the Super Visa for their parents.

Parents & Grandparents Program (PGP)
The PGP is one of Canada’s most competitive programs not because it’s hard to qualify, but because the annual intake is limited. IRCC uses a randomised invitation system. Sponsors submit an Interest to Sponsor form, and IRCC randomly selects applicants from the pool to invite to apply.
